Singapore Primary School Registration: What You Need to Know

Your child’s entry to Primary One marks an exciting new chapter. Yet, alongside the joy, you might feel stressed as you navigate Singapore’s primary school registration process.
As such, it’s essential to understand the various phases of the Ministry of Education’s (MOE) primary school registration exercise to ensure a smooth application process for your child.
The Primary One Registration System
Primary school registration in Singapore typically occurs from July to August of the year before the child begins school. In other words, if your child is slated to enter Primary One in 2026, you will participate in the registration exercise held from July to August 2025.
The registration system is organised into various phases, each with its eligibility criteria.
Keep a look out for MOE’s announcement regarding the exact dates for this year’s registration exercise, which is set to be released by May 2025.
The Primary School Registration Phases
Phase 1
Phase 1 of the primary school registration exercise is specifically for children with an older sibling currently enrolled in the primary school of choice. Notably, all eligible applicants under this phase are guaranteed a place in the school.
This phase occurred in early July the previous year, with results released approximately one week later.
Phase 2A
Phase 2A caters to children who meet one of the following eligibility criteria:
- Parents or siblings are alumni of the chosen primary school.
- Parents are members of the School Advisory or Management Committee.
- Parent is a staff member of the chosen primary school.
- The child is from an MOE Kindergarten operating within and under the purview of the primary school.
Applications for Phase 2A commenced in mid-July for 2024’s primary school registration exercise, with the results announced about a week later.
Phase 2B
Thereafter, Phase 2B is open to children whose parents meet one of the following criteria:
- Parent volunteer at the primary school: Joined no later than 1 July of the year before Primary One registration and has given at least 40 hours of service to the school by 30 June of the year of registration.
- Member of associated organisations: Members endorsed by the church or clan directly connected with the primary school.
- Endorsed active community leaders: In this case, the child can only be registered for schools within 2km of their residential address. A minimum 30-month residency period from the start of the primary school registration exercise applies.
MOE typically reserves 20 places in each primary school for this phase's intake to ensure continued access to all primary schools.
In 2024, registration for Phase 2B took place in late July, with results announced at the end of the month.
Phase 2C
If your child has not yet been registered in a primary school by the end of Phase 2B, they will qualify to apply under Phase 2C.
For this phase, MOE reserves 40 places per primary school to ensure continued open access to all primary schools. However, there will be a cap on the intake of Permanent Resident (PR) children in a few primary schools to prevent the concentration of PR children.
This phase occurred in early August 2024 in the previous rounds of registrations.
Children who remain unregistered after Phase 2C can participate in the Phase 2C Supplementary stage. This stage usually occurs from mid to end August.
How to Register
If your child is a Singapore Citizen or Permanent Resident, the registration process is relatively straightforward as you can simply register them through the Primary One Registration Portal using your Singpass account. Moreover, only one parent is required to complete the process, and no physical documents are needed.
The portal will display your child’s eligible registration phases and a list of schools you can apply to.
However, if you do not see your child’s details on the portal, you can still complete the registration by filling out the available online form. In this case, you will need to submit your child’s birth certificate along with the online form.
